Dcode: Intricacies of Background Check in India
In the course of checking into the history of a job applicant a verifier is bound to face obstacles of many kinds. Once one of our executives from the verification team while doing employment background screening complained that a particular HR from a software company in Bangalore was not cooperating. His question was why he would give away information of an employee who was no longer working for the company. On another occasion an erstwhile reporting manager of a prospective employee declined to say anything saying he was not interested to spoil someone's career. I pointed out to the honorable manager that his views would be in the best interest of the industry. But he remained adamant. On yet another occasion, one HR manager maintained that they were not open to any information to a third-party background screening agency.
Sometime back I happened to mediate in a sexual harassment case involving a young techie employed with a reputed multinational in India. He was a very competent software engineer and had been asked to leave on grounds of misconduct. This man hailed from a small town of North Karnataka, India. Father had struggled all his life to support his education. By nature the young man was very shy and deeply religious. I was in for a rude shock when I learnt about the allegation. I requested the HR manager to meet the lady who had lodged the complaint.
The man and the lady traveled in the same pick-n-drop cab every day. This was the beginning of a love story that was never there. Cab driver's account was he hardly ever spoke to her during their regular journey to and fro the company. The amorous one-sided interaction began with wish SMSes and graduated to suggestive SMSes despite her protest. Poor lady went to the extent of clarifying her stand saying she had no such thoughts towards him. But the young man laughed her off. He insisted she loved no one but him. Now more aggressive, he sent obscene SMSes.
Fed up with all these the lady complained to her manager. When he was confronted he rejected all the allegations and instead alleged that it was she who was after him. He was let off with a strong warning. He stopped coming by cab for few months before he returned again. The same story repeated which resulted in fisticuffs between her boy friend and him. This time he was to go.
Later I came to know that this man had done a similar thing in his previous stint. Worse, the company had no knowledge about his past employment details!
Digging into the prospective employees' antecedent in India is not an easy job. Many in the industry are yet to understand the importance of background investigation. HR is happy with minimal checks. Some even are not comfortable to go into details if the prospective employee is hired for a senior position. Even IT giants like Oracle, TCS, and Convergys refrain from committing anything in written and prefer oral verification
One of the major barriers to background verification in India is fear of legal complication. This is the foremost in the mind of some HR when it comes to sharing information of an ex-employee. Some companies in India have a standing policy not to give away any information of ex-employees. But such fear may not be well founded. Background checks should be transparent as far as possible. In Dcode Employment Verification Form, there is a section in which the applicant needs to ink his consent to get verified.
Lack of time can also be a serious barrier in the verification process. It takes number of calls and reminder mails to elicit information from the HR. The turn around time is very critical in background screening. Many companies do not release the salary unless the background verification report is completed. Usually, the confirmation of the appointment is not done until the report is received. Yet some do not accord priority to background checks. Unfortunately, some even treat background screening a waste of time!
At times, emotional attachment also plays spoilsport in the verification process. One reporting manager who I was persuading to offer some comment on his erstwhile subordinate told me very candidly that he was aware of all the lapses he had but would prefer to say nothing because he did not want to harm his career. Well this gentleman compromised with his professional ethics and gave in to his emotion. He let the virus spread and did more harm to the industry than the errant job applicant.
Company policy should be more proactive when it comes to sharing of information of ex-employees. HR fraternity in India should have open-minded approach towards background checks. It must be a concerted effort to weed out the menace of fraudulent entries. Every prospective employee must go through the screening process. Besides, background screening must be transparent.
